[omniORB] Portable Interceptor

The competing proposals for Portable Interceptors have been formally
merged into a single revised spec orbos/99-12-02, and the nonsense of
the earlier specs has been removed.

Given the wide backing it seems likely to go through with only minor
amendments.

So this seems like a good time to ask what is the official omniORB
position on it.
