[omniORB] omniORB 2.8.0 prerelease on VMS

Hello OmniORBers:

Having given ir.idl a partial lobotomy (via #ifdef __VAX) I have managed
to get omniORB 2.8.0 pre-release to build on OpenVMS VAX.  I have also
implemented shareable images (VMSese for shared libraries/DLLs) on
OpenVMS Alpha.

Again, I intend to send these changes privately to the developers (once
I've finished tweaking) but if anyone is interested e-mail me and I'll
send you a copy.  Shouldn't effect other platforms.
