What do you mean "download and compile it"? It comes with Gnuwin32 and you
shouldn't be using anything else.

I think you have messed up your Gnuwin32 installation. Your cygwin.dll dump
core is an indication that the setup is wrong. You must have read
README.win32 but please follow the instruction carefully.
Another common mistake is to have on your PATH the NT resourse kit, which
unfortunately have some of the utilities with the same name as those in
Gnuwin32.
Once you have sort out your gnuwin32 setup, it is really easy to compile
from source.
