There should be a bin/scripts/install-sh which replicates the
functionality of 'install'.  Try pointing the INSTALL variable
to  this, as in mips_irix_6.4_6.5_common.mk.

INSTALL  = $(TOP)/bin/scripts/install-sh -c

Similiarly, you might have to replace the definition of MKDIRHIER,
etc.
