If you want to be on the cutting-edge of development, you should use
CVS. That makes it easy to keep up-to-date. The FTP snapshots are most
useful for people who would like to use CVS, but can't because
firewalls get in the way. They are an inefficient way of keeping
up-to-date, since you have to download the whole distribution for each
update.
If you want stability, it is best to go with the numbered releases.
That way, you can't be surprised by things changing under your feet.
It's not impossible that changes we make will temporarily break
things, making the CVS tree unstable. We don't ever do that
intentionally, but...
The bugfixes.patch file updates the numbered release to be current
with CVS. It isn't a good way to stay up-to-date, since you can only
apply it to an unpatched distribution -- once you have applied one
patch, you cannot (easily) apply a later one to the same tree. It is
mainly intended for people who want stability, but are affected by one
of the listed bugs.
In summary, if you want stability, use the numbered releases and
update with the bugfixes.patch if a bug affects you. If you want to
keep really up-to-date, use CVS.
