[omniORB] OmniORBpy / omniORB 3 compatibility

At the moment, omniORBpy only works with omniORB 2.8. However, the
next pre-release of omniORBpy, which I hope to do in a week or two,
will support both omniORB 2.8 and omniORB 3.0. With 3.0, the full POA
functionality will be available from Python.
