[omniORB] Codeset support

There is no codeset support in omniORB 2.8 and 3.0. However, work is in
progress to support codeset conversion as part of the GIOP 1.2 development.
The whole codeset conversion/negotiation on the wire was added after GIOP
1.0 and is IMHO too complicated for the task it is trying to accomplish.

Is there a real need for codeset conversion? Why can't we all just use
unicode?
