[omniORB] OmniOrb and Orbix

I am writing a client that I would like to interop
with a Orbix 3.0.1 server.  I am currently
jumpstarting the namingservice lookup with an IOR
because resolve initial references does not work.  I
would like to understand for my own sake why the
latter does not work but I can browse the nameservices
just fine when I give my program an initial IOR to go
against.  When using nameclt with debug level 40 it
gives me:
