[omniORB] compiling omniORB

While on the subject of compiling and making wishes:

If you are going to do something about compiling only once for both
shared and static libraries, I would like to see also the rules
centralized somewhere.

Now different dir.mk files scattered in various sharedlib directories
all contain rules on how to build shared libraries for all the supported
platforms.

I'm planning to add a platform (or two), for KAI C++, and would prefer
to have the rules in one place only.
