[omniORB] no NameService on win32?

I'm doing my first omniORB application on Windoz NT 4.0.  The attempt to
resolve_initial_references("NameService") ends up in
omniInitialReferences::resolve() which explicitly disallows
"NameService".  I'm likely missing something obvious.  Would one of you
kind folks point out to this newby what it is I've missed?
