No.

This is a different question.  In theory, I think you could.  (Duncan,
et al can correct this if it is wrong).  In practice, I'm not sure you'd
want to.

I think what you could do is build for a supported platform.  Then you
could remove all of the binaries (but keep the stubs) then rebuild for
the new platform.  As long as the stubs are current, I don't think the
make system would attempt to run the omniidl compiler.

But you wouldn't be able to compile any new IDL code on the target
platform.
