Yes. If you just want to use omniORBpy, though, you can use the
binaries without having a compiler.

You get it from the SourceForge download page, the same place you got
the C++ version. Look under the omniORBpy heading for the files named
omniORBpy15-win32-python221.zip, etc. Make sure you get the archive
suitable for your Python version.
