[omniORB] -ORBclientTransportRule & -ORBserverTransportRule trouble

Hi Duncan!
If I use -ORBclientTransportRule "^10.0.0.12/0.0.0.0 bidir,ssl" ,OmniORB 
disregard address negation '^' and worked with "10.0.0.12/0.0.0.0 bidir,ssl"
