[omniORB] omniORB 4 autoconf support

Autoconf is now working in omniORB 4, and omniORBpy 2. The expected
configure; make; make install should work. People who have struggled
to package omniORBpy will be pleased to know that it is no longer
necessary to build omniORBpy inside an omniORB build tree.

The autoconf-based build is an addition to the existing build system,
so you can still use the old mechanism if you prefer it. On some
platforms, especially Windows, the old mechanism will remain the one
to use.

It works for me on Linux and Solaris, but it is almost certainly
broken on other platforms. Please give it a go, and let me know in
what ways it breaks...
