[omniORB] same IOR in omniORB 3.x for multible runs

?!  What makes you think this list is only for omniORB 2?  It's for
all versions of omniORB.

You should create a POA with the PERSISTENT policy, and always start
the server on the same port. Look at the example in
src/examples/poa/persistent_objref in the omniORB distribution.
