[omniORB] On the road to autoconf

I have checked in the first phase of work to get omniORB 4 configuring
/ building with autoconf. It doesn't actually work yet, since I
haven't written the makefiles.

What I've done so far is re-work most of the system dependencies in
the source files to fit autoconf's style, and updated CORBA_sysdep.h
to use the new definitions. I've written a configure.ac (the new name
for configure.in in autoconf 2.5) that figures out all the
dependencies, but it doesn't yet have any makefiles to create.

I've checked it in now in case some autoconf experts want to have a
look at it and tell me I've done it all wrong. Even better, if someone
wants to volunteer to do the next bit, writing suitable makefiles,
that would great.
