[omniORB] Building omniORB 3.0.3 on Win2000 platforms

Hi all,

About "clwrapper reporting 'invalid argument' on Win2000" issue.

It is actually cygwin and cygwin's spawn, which is having problems parsing
the path.
If you have some parts of the path enclosed in quotation marks <">, all
programs, located in directories, specified in the "path" after the quoted
part, could not be spawned. Thus, it seems to be a cygwin bug.
It might be fixed, so if someone has installed a recent cygwin version on
Win2000, could you please check it?
