[omniORB] OpenVMS and OmniORB 4.0.0

The files are still there, in etc/openvms.zip. They are, however,
broken, since they have not been updated for 4.0. The people who
originally did the OpenVMS port are currently unable to maintain it,
so it would be great if you could take over.

With luck, all you should need to do to get the port going is to
modify the files from openvms.zip in the right ways. There may be a
few things in the ORB source you have to change, but they should be
minimal.
