[omniORB] OmniORBpy and value types

The development versions of omniORB and omniORBpy, versions 4.1.x and
3.x respectively, support valuetype. I have tested interoperability a
bit, but any more testing you could do would be great. To get them, you
need to check out the omni4_1_develop branch of omni and omnipy3_develop
branch of omniORBpy from CVS.
