This should already be handled by %configure, as well as the prefix.

You might want to try:

%configure --with-openssl=%{_prefix}

And see where that gets you.

I have packaged omniORB/python-omniorb for fedora 3 & 4 and centos 3 & 
4, but for x86 not x86_64: http://python.org/pyvault. I'd like to move 
to x86_64 sometime in the future... :)
