[omniORB] COMM_FAILURE on client if outConScanPeriod timeout expire

Hi Duncan,

Sorry for this delay. I've prepared simple client/server application and
reproduced problem. Client and server are running on same machine.

While reproducing problem I notice problem occurs randomly. Sometimes it
happens, sometimes not.

Find requested data in attachment.

> Did you change the settings on both client and server?
No changes only affects server. Client uses default configuration or
have separate configuration file.
