Yes, it does contain a few Windows binaries. They are wrappers for
various compiler commands that understand how to convert cygwin paths to
Windows paths. They are included in the source distribution to avoid
pain and manual work when compiling on Windows.

They're nothing to worry about. They don't affect any platforms other
than Windows.
