[omniORB] Windows 7 VS 2015 build fail

That's ok, until now I finally know the last "python" in the cygwin path actually means a file rather than a folder.
I will try again later.

Sorry, of course I mean /cygdrive/c/Python36/python/python

But that's just a weird place to install Python into.
