[omniORB] omniNotify WinNT 4.0

With the 1.1 release, which will be out shortly, a lot of
the OS-dependent code has either been removed or isolated
in wrapper classes or macros... so it should be much easier
to port to NT now.

I will tackle this after the 1.1 release.  If anyone is
willing to help if I run into NT questions, let me know
(gruber@research.att.com).
