There are such version dependencies with the binaries but not with the
source code.

The omniORBpy binaries (or any other python extension binaries) are
dependent on the version of python which they were built against, so
omniORBpy-2.5-win32-python2.3.zip can only be used with python 2.3.x

If you want to use omniORBpy with python 2.4.x, just build from source
code against python 2.4.x.  The binaries you create will only work with
python 2.4.x
